Winter 2009

 FIRST WORDS

The 2009 AGM report on the state of the Association shows that we are in the best shape of our nearly 40-year existence, both in membership numbers and financially. We have two active branches - in Pembroke/Petawawa and the Atlantic Region - to complement the National Board of Directors, mainly based in Ottawa.

But, as the President stated at the AGM, we are more and more at the mercy of father time. As our membership ages and becomes less active, we must face the facts: there may come a time when we can no longer maintain a full executive here and in the branches; no longer produce and maintain websites, the Guards Net or the newsletter; maintain Guards Help and, support Reunions or other gatherings.

The Board and the members at the AGM agreed that it is perhaps time to effect due diligence and consider, as we do in our own lives, plans for a future event that, hopefully, will not take place for a long time. There are many issues which need to be addressed, but for a start, your executive will be reviewing the Articles of Dissolution in the Association By-Laws - which may be too restrictive in their present form. It is intended that any By-Law amendments will be ready for consideration by the 40th Association AGM in October, 2010.

A Message from the President

When the facts force us, or our successors, to act, it will be necessary to have a course of action in place. Time and the separation of us all due to geography dictate that we start discussing the issues now. I believe that this approach will allow us the time for full, detailed consideration and help us to make responsible decisions based on the best advice. This will enable us to provide a guide for the President and Board of Directors of that time, whomever they may be. Your participation in this discussion and your input is absolutely necessary to its successful conclusion.

FINANCES

The audited Financial Report, presented at the AGM, showed the finances of the Association to be in reasonable shape.

As of 31 Aug, 2009, the Assets of theAssociation consisted of:

Cash in Bank $ 24,517.13

GIC Investment $ 15, 710.60

Total $ 40,227.73

(The large amount of cash is caused by the fact that we have not yet been billed by Carleton University for the costs of "Guards 2009",
estimated at $ 15,500.)

ANNUAL GENERAL MEETING (AGM)

The 2009 AGM was held at the Fox & Feather pub in Ottawa on the 17th of October, 2009. 19 members attended, which constituted a quorum.

 The President welcomed all, especially Ambrose Dwyer and Norm McBride from Petawawa and Jack Martin from Killaloe. He also noted that Ron Cheriton, the ranking Guardsman, was in attendance. The Acting Secretary read the Regimental Prayer and the Roll of Honour, containing 38 names, following which, a minute’s silence was observed.

The President went on to say how encouraged he was by the efforts of many Members involved in their local Legion activities, and the success of the two major events this past summer: the Atlantic Reunion and AGM at Clarenville on "The Rock" in July, and the equally successful "Guards 2009" this August in Ottawa. He thanked the organizers of both events for their hard work . He read an e-mail from Ernie Martin in Guatemala which stated that the Central American "Branch" met on a daily basis to "Toast The Regiment."

The "Business arising from the Minutes" included the "Guards 2009" report, which was published in the " Autumn" newsletter, and the funding for entrants in the "Army Run", which raises money for the Military Families Fund. Again this year, the Board was approached by Heather Inrig for sponsorship, to which the Board agreed, in the amount of $150 - sponsoring two entrants. A motion was made at the AGM, as follows: "Moved that the Association sponsor participants in the "Army Run" fundraiser event, in the amount of $150 for 2009, and annually thereafter in an amount to be decided by the Board of Directors." CARRIED.

The Museum Report, from Gerry Wharton, was read by the Acting Secretary:

 " Norm McBride, our ‘man-on-the-ground’ in Petawawa, had obtained the services of Base maintenance personnel to help with the refurbishment of the 1970s jeep. This project originated in 1999 as our part of the outdoor display of military vehicles at the Museum." Norm reported during the meeting that this was still a "work-in-progress", because all unnecessary work on the Base was halted until the current deployment to Afghanistan was completed. The Report continued: " The widow of Drum Major Walford has donated a bass drum and snare drum, both emblazoned with the 2nd Battalion markings, which will make a striking addition to our Collection." Norm advised that, unlike the early days, a donation now had to follow a certain protocol before being accepted and, with reference to the drums, that protocol was under way and should be completed by the new year. The Report ended: " We are very fortunate to have Norm McBride in Petawawa. He is an amateur archaeologist who has taken part in several ‘digs’ in the Ottawa Valley and in USA. His dedication to our Collection is much appreciated. Many thanks Norm!"

The meeting agreed with a round of applause.

The President reported that "Guards Help" Chairman Percy Price, and his Committee, had had lots of work to do over the past year, especially with the success of the "Atomic" Recognition and subsequent grants. (This is still ongoing, with several people from the Chalk River project still to be identified)

VAC has brought forward a new grant of $13000 for an inner ear condition called "Tinnitis". If you have been diagnosed with the condition, which is a "roaring in the ears" or believe you have it, you may qualify for the grant.

J.P.Riandeau said that he understood there was a movement to provide compensation for people who occupied PMQs in Valcartier in 1951 who may have been affected by improper insulation of some houses. He did not know the status of the programme or the amount of compensation to be paid.

The final action taken at the AGM was the election of the Board of Directors: John Barclay, Henry Campbell (P), Ian Douglas, Terry Dexter (A), Ambrose Dwyer (P), JAS Haley, Gerry Heffernan, Al Johnston, Bill MacIver, Norman McBride,(P) Dan Murphy (A), Howie Pierce, Percy Price and Gerry Wharton.

The Nominees were elected by acclamation. The executive and responsibilities of the Board remain unchanged.

LAST WORDS

2009 is the last year of three issues of the newsletter. At the recent AGM it was suggested that, as our activities are diminishing, there will not be enough fodder for three issues annually. It was agreed that the membership would be well served with midsummer and winter editions, which may be larger, contain a picture or two, some articles and reminiscences. Any "breaking news" can be published on the Web-site or the "Guardsnet".

 I would like to thank all the regular correspondents for their interesting and timely contributions - keep them coming! My thanks also to all the others who have sent in contributions - we haven’t been able to publish them all- but they are much appreciated nonetheless. So please, all of you, keep the cards, letters, e-mails, snippets and stories coming!
